Switzerland

The Swiss policy lab is a collaboration between ETH Zürich, SLF/WSL (CERC) and SCNAT/ProClim. It is researching land use changes at high altitudes across the Swiss Alps, in particular the impacts of renewable energy expansion and forest/shrub encroachment due to land abandonment.

The expansion of renewable energy production across the Swiss Alps has fuelled a fierce  debate in Switzerland about the extent to which solar farms in the Alps should be used to help fill the winter electricity gap.

Other land use changes impacting the Swiss Alps include land abandonment, especially at high altitudes, where forest and shrub encroachment of species such as green alder impacts the landscape and biodiversity. Another land use change is being caused by the melting of glaciers; land previously under ice is being uncovered.

The challenge faced by the Swiss Policy Lab is balancing the trade-offs between protecting biodiversity, generating renewable energy and preserving the beauty of the landscape. 

There are also opportunities for land-sharing or mutually beneficial actions. For example, by combining solar energy systems with restoration opportunities, there could be increases in energy production, biodiversity and ecosystem services. 

Further opportunities and challenges are arising in deglaciating areas.

The Swiss Policy Lab is bringing together energy companies, environmental NGOs, municipalities, farmers, public sector organisations, researchers and other stakeholders. These stakeholders will aim to develop policy options that incentivise land sharing, prevent unregulated use of deglaciated areas and balance different interests and priorities.

Digital Learning Environment

Welcome to the MOSAIC Digital Learning Environment! This platform aims to unlock practical insights and tools to help land use decision makers set up meaningful collaborations, discover people’s motivations and beliefs, unravel policy processes and assess sustainable land use changes.  

We start with an initial focus on MOSAIC's six policy labs. Members of each policy lab can create simple posts, share images or videos and comment on each other's posts. Throughout the MOSAIC project additional features and sections will be added to the Digital Learning Environment. 


Swiss Policy Lab launch

Last week, the Swiss Policy Lab officially launched!

Taking place in Bern, Mosaic partners and 18 representatives of Swiss cantons, municipalities and energy providers discussed the challenges of renewable energy expansion in Switzerland.

Ahead of the launch we developed a prototype tool that can be used to assess the suitability of different locations for renewable energies. During the launch participants tested the prototype and gave feedback on the usefulness of the tool and how to improve its functionality and user-friendliness.

Based on a discussion of open research questions and needs of the cantons, we devised the following initial goals of the policy lab:

- To enhance the prototype tool that can be used to assess suitable locations for renewable energies
- Improving our understanding of future land-use changes and their interplay with renewable energy planning
- Comparing 'Business As Usual' pathways of renewable energy expansion with pathways targeted at reducing conflicts between energy production, biodiversity and landscape protection
